I live in Pretoria and have sold a pony to people in the Cape Town area. What is the correct procedure to follow to transport the pony down? He has been vaccinated against AHS in Oct/Nov 2007?

"Although your vaccination dates comply for entry to the AHS Controlled
Area, the State Vet has currently placed an embargo on the movement of
horses into the Western Cape as a result of the outbreak of AHS in your
area. Unless the new owners are prepared to wait until after this season's
AHS outbreak, the only way you would be able to get the pony into Cape Town
would be to spend 21 days in Beaufort West under quarantine. For further
details, please contact the local State Vet in Beaufort West, Dr Jaco
Pienaar (tel: 023 414 2154)."
